## What makes it different

On US orders, every worker is a [W-2 employee of the assigned vetted local partner agency](w2-model.md), not a 1099 contractor; Canadian orders are employed locally under Canadian rules. The
W-2 bill rate (worker pay, employer payroll taxes, workers' compensation, general liability, and TempGuru coordination) is built into one hourly bill rate; the quote identifies the applicable rates and any event-specific charges before confirmation.

## How booking works

1. Build a staffing plan: city, dates, roles, headcount (see [workflows/plan-staffing.md](workflows/plan-staffing.md)).
2. The authless MCP `request_quote` tool restores the saved non-PII plan and returns a prefilled TempGuru buyer form. It never accepts contact details or creates a lead.
3. The buyer opens that form, reviews the plan, enters their own contact details, and submits it themselves.
4. A human coordinator replies with a binding quote within **one business day**.
5. No payment until the quote is approved. Billing is per event; there is no subscription.

A submitted request is **not** a reservation or a contract.
